I just can not get the quotes right! GRRRR!

I'm going to ask this here since I can't post anywhere that really fits the subject (hope no one minds). In regards to avatars: the FAQs say you can't upload animated GIFs, but linking to them is okay, right? And is there a size limit to ones you have linked to (not uploaded)? My current one is something like 37 or 38K, which is slightly larger than allowed for uploaded ones. Is this permissible, or should I choose a different one?
